국제연합(UN)은 2002년 12월 20일, 제57차 총회에서 매년 5월 21일을 “발전과 대화를 위한 세계 문화다양성의 날(World Day for Cultural Diversity for Dialogue and Development)”로 제정하였다. 세계 각국의 다양한 문화적 가치를 고양함으로 전세계 인류가 직면한 문화의 획일화, 상업화, 종속화에 대응하고 아울러 다원적 가치를 상호 존중함으로써 민족간 갈등과 대립을 극복하는데 기본 제정 목적이 있다. 이와 관련하여 유네스코 사무총장(마쓰우라 고이치로 松浦晃一郞)은 모든 회원국가와 관련 국제기구들에게 발전과 대화 그리고 평화증진을 위한 문화다양성의 중요성을 강조하면서 올해 두 번째 기념일을 맞이하는 메시지를 발표하였다. --------------------------------------------------------------------------- “대화와 발전을 위한 세계 문화다양성의 날” World Day for Cultural Diversity for Dialogue and Development 유네스코 사무총장 기념메시지 2004년 5월 21일 국제연합(UN)은 2002년 12월 20일, 제57차 총회에서 매년 5월 21일을 “대화와 발전을 위한 세계 문화다양성의 날”로 제정하고, 2003년 처음으로 전 세계적인 문화다양성의 풍요를 기념한 바 있습니다. 올해 두 번째 기념일을 맞이하여, 본인은 모든 회원국, 정부 및 비정부기구는 물론 전 시민사회 모두에게 문화다양성 가치에 대한 대중적 인식을 높이고 문화다양성을 존중하기 위한 윤리적 의무를 강화하도록 요청하고자 합니다. 문화다양성의 중요성이 인정되고 모든 사람들이 함께 경험하고 향유될 수 있기 위해서는 매우 실질적인 행동이 요구됩니다. 5월 21일은 이웃 문화를 배우고, 우리가 혜택을 입고 있는 모든 문화에게 감사하며, 각 문화가 끼친 기여, 독특함, 상호성 및 우리 문화와의 연대성 등, 그 다양성을 기리기 위한 활동을 하도록 장려하고 있습니다. 사실상, 우리의 차이점을 인식하고 인정하며, 정체성의 요소로써 존중하는 것은 정체성에 근거한 모든 종류의 갈등으로부터 벗어나 새로운 세기를 번영시킬 수 있는 기회를 제공할 것으로 믿습니다. 그러므로 우리는 인류의 과거, 현재 그리고 영원한 운명공동체라는 인식을 증진하기 위해 다양성을 단순히 인정하는 차원을 넘어서, 하나의 정책과제로서 문화다원주의를 추구해야만 합니다. 올해는 또한 “노예제 반대투쟁 및 폐지 기념의 해(International Year to Commemorate the Straggle against Slavery and its Abolition)“ 입니다. 이 기념 해는 노예제로 인해 이루어진 대화에 근거하여 전세계 새로운 문화를 형성하고 그 다양성을 새로이 하는 무수한 상호작용에 대해 연구하고 알리기 위한 전망을 제공하리라 봅니다. 기본적인 인권인 문화다양성을 증진하는 것은 편견과 문화 근본주의를 반대하는 것입니다. 이러한 원칙은 절대 왜곡되어서는 안 될 것입니다. 2001년도에 제정된 유네스코 세계 문화다양성 선언(UNESCO Universal Declaration on Cultural Diversity)은 “누구도 국제법으로 보장하는 인권을 침해하거나 그 영역을 제한할 수 없다”고 명시하고 있습니다. 그러므로 문화다양성을 존중한다는 것은 우리 문화에 대한 비판적인 시각을 제공하고 다른 문화를 비하하지 않는다는 것입니다. 5월 21일을 기념한다는 것은 서로와 모두를 존중하고, 다른 이들과의 대화가 원칙의 범위 내에서 증진되는 더 공정하고 더 조화로운 세상을 위해, 모든 회원국들이 윤리적 기여 뿐 아니라 실질적인 실행을 하는 것입니다. 본인은 2004년 올해 5월 21일 세계 문화다양성의 날이, 인권의 일부로써 문화다양성을 간주하고 문화적 표현을 위해 문화다양성을 보호하는 유네스코 세계 문화다양성 선언의 모든 원칙을 강화하는 기회로 삼았으면 하는 희망으로 나의 메시지를 마무리 하고자 합니다. 각자의 문화를 존중하고, 인권의 침해를 막고, 창조활동의 모든 형태를 증진하고 보호하는 것은 모두 문화다양성을 증진하기 위해 분리할 수 없는 사항들입니다. 특히 이는 우리가 ‘대화와 발전을 위한 세계 문화다양성의 날’을 기념하여 가장 명심해야 할 것입니다. 유네스코 사무총장 마쓰우라 고이치로 Message by the Director-General of UNESCO on the occasion of World Day for Cultural Diversity for Dialogue and Development 21 May 2004 On 20 December 2002, the United Nations General Assembly decided, by resolution 57/249, to proclaim 21 May World Day for Cultural Diversity for Dialogue and Development. In 2003, we accordingly celebrated for the first time the wealth of cultural diversity throughout the world. I should like to take the opportunity afforded by this second celebration once again to invite all Member States, intergovernmental and non-governmental organizations and civil society as a whole to enhance public awareness of the value of cultural diversity and the ethical imperative to respect it. For it is through action of a very practical kind that cultural diversity will assume its full significance and become a reality experienced and appreciated by all. The Day of 21 May encourages us to learn more about other cultures, to appreciate all that we owe to them and to take the measure of the diversity of their contributions, their uniqueness, their complementarity and their solidarity. Indeed, to be aware of and acknowledge our differences, to respect them as constituents of our own identity, is to afford an opportunity to the new century to flourish, away f*rom identity-based conflicts of all kinds. We must now move forward, therefore, towards cultural pluralism as a political project, going beyond the mere acknowledgement of diversity in order to promote awareness of a history, a present and, also, a destiny forever entwined, for humanity. This year also sees another major celebration, that of the International Year to Commemorate the Struggle against Slavery and its Abolition. Over and above a duty to remember, this commemoration offers the prospect to study and make known the countless interactions which, on the basis of the dialogue enforced by slavery, has shaped a host of cultures throughout the world, thereby renewing its diversity. Since cultural diversity is a basic human right, to promote it is to counter stereotypes and cultural fundamentalism. This just cause must never be perverted. The UNESCO Universal Declaration on Cultural Diversity, adopted in 2001, reminds us that "No one may invoke cultural diversity to infringe upon human rights guaranteed by international law, nor to limit their scope". Respect for cultural diversity therefore requires us to look at our own cultures with a critical eye and to have the humility not to set them above other cultures. The celebration of the Day of 21 Maythus involves an active undertaking, as well as a moral commitment, by all Member States for a fairer and more harmonious world, in which respect for the dignity of each and everyone and dialogue with others are raised to the rank of principles. I conclude this message with the wish that 21 May 2004 may be the occasion to bolster all the principles in the UNESCO Universal Declaration on Cultural Diversity, those that place cultural diversity among human rights and those that defend it on account of its capacity for cultural expression or innovation. Respecting the dignity of each culture, resisting any infringement of human rights and defending and promoting every form of creative activity are so many indissociable parts of the same struggle. This is a truth of which we are most particularly reminded by the celebration of the World Day for Cultural Diversity for Dialogue and Development. |
